The difference between requests and declarations

A request is a question.  The outcome is determined by someone else. 

Can I take a vacation next month, Mr. Clark?

A declaration is not.  You've already decided the outcome.

I'll be taking a vacation next month, Mr. Clark. 

The most powerful persuasive people I know, don't make requests when, really, they mean to make declarations.
